In October, 2000 the
Police Executive Research Forum (PERF) initiated a preliminary evaluation
of violent crimes in Kingston. The focus of this effort, funded by the
American Chamber of Commerce (AMCHAM), was to develop strategies aimed
at violence reduction. A great deal of data was collected before the team
of eleven PERF researchers visited Kingston for a week of conducting interviews
and riding along with officers and investigators, collecting more data
and making observations. The findings, observations, and recommendations
that resulted are detailed in this report.
